Advancing Digital Service Delivery with Customized Digital Forms

Client Overview: Government of Yukon

The Government of Yukon delivers programs and services to residents, businesses, and communities across the territory. Many of those services begin with a form — applications, requests, registrations, and approvals that move between citizens and multiple government departments.

Improving how those interactions happen digitally was a practical step toward more convenient and accessible service delivery

The Challenge

Form-based services relied heavily on PDF documents and manual routing. Once submitted, requests moved through review and approval steps by hand, which slowed processing and made status difficult to track.

Key challenges included:

  • Static PDF forms that could not validate, calculate, or adapt to the information entered
  • Manual routing, review, and approval activity
  • Limited visibility into submissions and workflow status
  • A requirement for secure authentication through the MyYukon identity provider
  • The need to build internal capability rather than depend on external support

Our Approach

Segue Systems and its forms technology partner implemented an on-premises digital forms and workflow platform, configured to align with the government’s existing PDF forms and business processes.

Discovery workshops validated fields, required information, dynamic logic, business rules, workflows, connectors, and document actions. Five forms and workflow configurations were then built across varying levels of complexity, including validation, calculations, conditional behaviour, approval and rejection paths, and escalation notifications.

The implementation included File System, SharePoint, and Database connectors, along with Security Manager integration with the MyYukon identity provider for secure authentication and data prepopulation. A digital forms portal and two dashboards were configured to support access and reporting on submission metadata.

Quality assurance, user acceptance testing support, documentation, and training for end users, administrators, and forms designers completed the rollout, followed by post-go-live support.

Impact & Outcomes

The Government of Yukon now has a configurable platform for delivering form-based services digitally.

  • Citizens complete and submit services online rather than through static PDFs
  • Routing, review, and approval steps follow consistent, automated paths
  • Dashboards provide visibility into submissions and workflow status
  • Secure authentication connects form access to existing identity infrastructure
  • Training across end-user, administrator, and designer roles supports internal ownership and future expansion
